Background to AFRL

The AFRL programme was born in 1990 by the DVLA, which resulted in the removal of the V55 for registering passenger cars. AFRL allows dealers to register new vehicles from the dealership without the need to visit their ‘local’ VRO (Tax Office).

In addition, this programme brings many benefits to dealers such as:-

The Manufacturer also has improved reporting and the data capture process is more accurate. The DVLA no longer have to provide the V55 service to the networks for the majority of vehicle registrations.

BPAE has considerable knowledge dating back to the inception of AFRL and have experience in implementing the programme to more than 15 Motor Manufacturers with in excess of 2500 dealers.

	AFRL pre-rollout advice and Consultancy this is essential in order to avoid the pitfalls of rollout which could prove costly if handled incorrectly.

	Internal Manufacturer Help desk training
	Administration Support Centre BPAE are able to offer the experience of a dedicated AFRL Support Centre which handles dealer queries for the initial set up, but can also offer invaluable support if you wish to keep this element “in house”.
	AFRL System Training Seminar training for dealer delegates in order for them to receive the underpinning knowledge necessary to operate AFRL and to ensure continued compliance.
	On-site Accreditation BPAE will visit each dealer in order to validate the authorised dealership AFRL operators, and also to ensure that the dealerships premises are compliant in preparation for joining AFRL, as required by the DVLA and the manufacturer.
	AFRL User Documentation BPAE recommend that each dealer is supplied with the user documentation in an ‘easy to use’ operating manual. The contents are based upon the official DVLA document but are redrafted in simpler form and also incorporate BPAE’s best practice tips.
	AFRL New Operator on line training and support, this is a unique service where we guarantee that should a dealership be left without an approved AFRL operator and need to train a new member of staff, then we will provide an interim training solution within 24 hours in order for the dealer to remain on the AFRL system.
	Dealer Compliance Audit Annual audit as required by the DVLA and the manufacturer in order to ensure continued compliance.

In 2005, one dealership alone had to repay £30,000, yes that’s right thirty thousand pounds, back to the manufacturer for lost licence discs.

Already in 2006, one dealership has had 332 licence discs that cannot be accounted for, that alone equates to £54780
